I am negociating the offer with my hiring manager. the hiring manager said, they put a much higher position AD there so it is to be approved by the HR. but when they hire somebody, they give her/his a lower rank or a junior position. (also easier to get approved)

Should I ask more money or a senior position? Personally I think I am qualified for the position. Is the higher position or the higher rank help for the future?
