There is no guarantee that you can get approved for your political asylum green card within 2 year even without quota restriction. Your girlfriend can also apply asylum and possibly gets denial soon, and appeal. At the time she gets a result, you might become a citizen here and petition her.

Asylum is the reason I could think of. Marry to a citizen is another way to get green card easily. There are much more crazy examples than people can think of.
