The HR department informed me yesterday that my application is submitted. See part of the letter:
Please be advised that the H-1B nonimmigrant petition by XXXXX. on your behalf has been submitted to the USCIS, Vermont Service Center on May 11, 2005 via premium processing. Please note that you must not leave the U.S. while this H-1B petition is pending for adjudication, otherwise your change of status request could be denied pursuant to Immigration Law. I will let you know as soon as we hear from the USCIS.
No any official USICS notice mentions about the 20,000 cap yet. In your case (second floor), you can get notice because you applied premium process.
In your case ( third floor), I would suggest you apply as soon as possible. The cap will be consumed very quickly. In our office, we already sent more than 10 H1b cases on May 11, 2005. There are 50 states here. That means every state only can get 400 cases quota. It is really very urgent.
