一个H1B transfer 的新问题

我目前在大学里工作，按说用的是不占配额的H1B, 一直以来的印象是转到profit institution是要占用配额的。因为听说新一年的配额很快就会用完，所以我又把换工作的目标定在了nonprofit 机构上。可是前两天在MITBBS上看到一个新说法，就是说从non-profit institution转到profit inst. 也可以的，而且人家说是从USCIS问到的答案。我自己问了当地的律师，他也说不需要占名额。这样不同律师的答案不一样，把人搞的非常困惑。我比较担心的就是递上transfer之后工作了个几个月，然后发现被reject了就很麻烦，请问谁之前有过类似经验吗？

取决于你是否占用过 quota, 比如你是先申请过industry H1b然后又转了academic h1b
那你可以transfer, 如果你一直用的是academic的, 那就需要重新申请quota

before ac21(2000-2001?), all h-1 use quote, even academic.
suppose you apply h1 that year, you use quota already.
now lots if people said that if you have an industry h1,then ->h4/f1->h1 again, won't occupy quota coz u occupied it once already and hasn't use it up.

是要等到approval 以后才可以上班， 还是象transfer一样，

I have seen two ID from huaren and mitbbs said they did so.
They apply an dwait for approve, and it is approved while there are no quota.
zhang lawyer at Houston also said so at their websites.
Fanlaw said no, but looks like he said once yes to someone.
