X3 is an nice car. I have one and I really love it.
But as you said, you have to look at your budget. If you can not pay more than 30K, you have to think about something else.
Just for AWD, you can think about Suburu which is japaness brand also.
For CR-V, I don't think it's really safe, which only has 3,500LB weight.
BTW some Eoru brands have AWD seden, but at least 25K.
Bottom line, if you really need AWD, just buy a good one!
