It just happened that I tried today. I prepared all the info I can find here and printed on a piece of paper. At the beginning, the lady who helped me got confused too. Then, she called somebody else in customer service. After a long talk and hold, finally she was told that it should be considered as international wire transfer, which is $40 fee.

I guess we just should try WaMu next time.
