我不知道ING的要求,不过BOA只要符合下列要求就可以选PR了

(a) A current physical U.S. residence address, and you have been in the US for at least one year (b) A social security number (must be a U.S. Citizen, or legal resident), and (c) That you must be 18 or older. As long as you meet the above criteria's and you have a state issued ID you can select the permanent resident with the green card option.

Theoretically, F students are resident alien (non-resident alien for tax purposes).  To my understanding, permanent resident aliens are those who have green cards.
