I personally think MS just using it as a way to advertize and promotion, and some business users will pay them to use it also. Just like google is giving 10$ away for free if you buy 30$ or more on their related online stores (such as buy.com).

Their web site says (in its FAQ) it is for verification only. Also, as I said, you can use an virtual number, which expires shortly, so it does not matter.
