Two different issues---
1. Gift tax
If you gave your parents money( The simple way is to write each parent a
check...), the amount you gave to EACH parent should under the annual limit
($12K in 2007) . Otherwise you must report the total gifts to IRS and you might
have to pay tax on the gifts.
Please note: You don't need to report the gift to IRS
when your gift is under the annual limit. Nor don’t you have any income tax
benefit("deduction") on the gift amount...

The person who receives your gift doesn’t need report the gift to IRS or pay
gift or income tax on its value in US... ( <--- A gift..) I don't know

2. Claim an exemption for a dependent in the income tax return
In your case, you would like to claim them as
dependents. General speaking, in order to claim a dependent, it requires 5
tests( ALL MET)
- Income
test --- the dependent must receive less than a certain amount in
gross income. ( check Publication 17 every year for the amount
limitation.) - Support
test --- the dependent must receive over half of the support from the
taxpayer. (again, there is a chart in Publication 17 for you to calculate
if the support test is met.) - Joint
return test --- the dependent must not file a joint return... - Citizen/resident
test--- the dependent has to be a
citizen/resident, or a resident of

- Member
of household or Relationship test--- usually the dependent must live
with you all year. But there is a list of relatives who don't have to live
with you and you can claim them as dependents. Your parents fall into this
list....

The most difficult requirement to meet is usually the income test. To meet that requirement, you might be able to shift around your parent’s assets or make some other arrangement to get his or her income below the cap. Of course, that’s not a good idea if it would create a hardship or if it would simply force you to pay much more to meet the parent’s monthly living expenses.
so, from the above discussion, you sure can claim your parents who will be moving to canada. in terms of sending money to them, you may incur the gift tax as some people have mentioned from above threads already. it's a similar situation where you give the money to your kids as gift.

As to gift tax, there are some tricks you can use to give your parents more than the annual limit... like, you can give someone who you trust the money, then ask this person to write the check to the "final" recipient... But I don't really want to confuse you now...

第一, 你的gift在income tax return里面是没有deduction的, 所以无论你给你父母多少钱, 也不能在itemized deduction 里体现出来, 也就没有交少任何Income tax .
第二, gift tax is an excise tax, NOT a property tax. It is levied on TRANSFER of property by gift...而且, gift tax跟 estate tax 有联系, 比较复杂, 如果donee是政治机构, 或如果钱是529 account.. 等等, 又有很多考量...三天也说不完.. >.<"
我在上面说的trick是: 如果你想给你的父母的钱多于那个每年的限额, 你可以给你的姊姊或任何你信得过的人, 然后通过她们到你父母手上.
例如: 你想今年给你父母50K, 首先这些钱没有任何income tax deduction...然后, 如果你给每人25K, 那每人超过12K 限额的那13K, 共26K , 你作为一个donor就要交gift tax. (donee ---你的父母不用交啦... BUT, If the donor doesn't pay the gift tax, the donee may have to pay it. )
在这种情况下, 你就要: 12k ---> 父亲
12k ---> 母亲
然后,
12k ---> 姊
12K----> 妹
2K ----> 弟
再督促这三人把钱gift to 父母....
有时候, 是不得不用这种方法的, 例如老太太有五个小孩,她想给每个孩子24K, 如果每个小孩都有配偶就好办, 但是如果其中一个是单身,那么就要走这样的trick了...

gift tax是给的人交,不是收的人交,而且税率很高。

感觉你还是没理解,你送给别人钱是不能deduct的,相反你送得太多的话要交gift tax.
