Making money from water sector?

Recently read some post and think the water sector may be a possible hot area (should I say, continue to be hot?).
To summarize:
Bulls say: water is more and more important in all over the world, and there is less and less good water, but more and more people. So it should continue to be a hot area.
Bears say: the utility and energy sectors are just too hot in the past few months and years. It is unlikely to continue hot.
Just share several my picks to watch.
I did not find a good mutual fund that focus on water yet.
For ETF, there are: PHO, CGW, FIW. The later two are pretty new so not much to say. The first one did pretty well in the past 1 year (it has history of <2 years).
For individual stocks, there are (they all actually in the PHO):
ROP, Market Cap: 5.30B
SBS, Market Cap: 42.99M.
VE, Market Cap: 30.81B.
The second one is micro cap so its price may fly or dip pretty often. But I personally think ROP is reasonable good.
It is reasonable to watch them and try to find a good buy.
Other major plays, such as GE and SI, but since they are large, their stock price may not reflect too much on the water resource side.
Just my 2 cents.
It may be right. I also feel many of the infrastructures in US are kind of out dated, not only water, but electronic lines, etc. Each time when it has a storm, some areas here will sure be out of power for a whole night! I can't imagine it happens all the time, and no one really wants to replace them with good ones, each time just "repair".
The point is: it is untill the public think it is really a time to change them (and pay them), then it will be done. Overdue equipment does not mean they will be replaced, it is my understanding of how the business is done in US. It must wait and wait until something happen. Then there will be money and people flood in for it. I think that is also a reason many people thing utility stocks are "safe" ones, since they normally do not jump and dip too much, just plan goes up little by little (well, thay may not always happen as well in current situations).
I have no particular commonts on which stocks or funds. Hope someone can give more insights. :-)
