As for payment allocation, you have no choice regarding what portion of the payment should be applied to what portion of balance. Watch this --- The payment is applied toward low interest balance first, and then high interest balance. As long as your 0% $4,500 is not paid in full, your $90 cash advance fee will still be subjecting to the high cash advance rate.
After all, your effective interest on the $4500 loan for a year only approximates 2.4%. Not a bad deal at all.
