You have to keep  the heat on for all winter long, the most you can do is to lower the temperature for a little bit when you are out for the day.

Never shut off the heat completely during winter time since the water can freeze in the piples and break them, which can cause a disaster and costs tons of money to repair.

i think in winter anywhere between 100-150 for 1bdrm is not unreasonable.  but in summer i do not understand why it is so high, they use a gas stove and cook a lot?
