County Tax Statement?

I just received a county tax statement(2007) from a tax collector asking for
"personal property tax" must be paid by October.
The list includes:
County General
County Library
County Road
City General
City Policy
......
and some wired things too: Millage-51.60 and Late Assess Penalty-$5.26
I've been living here for more than 2 years, it's my first time to receive
such tax document, and LD & I are non-resident F1.
Could anybody give me 2 cents about it? Do I and why I need to pay this?

call the tax collector.
without knowing your location, I doubt that anyone can give you an answer.
the tax collector office is the best place to call.
I called, its about car assessment.
