It depends on how high his BP is. If it is mild hypertension ( systolic BP lower than 140 mmHg) just ask him to change his life style, such as lose weight, lower dietary salt intake, increase exercise...
If it's higher than 140 mmHg, he is better take some prescription drugs, such as beta-blockers (metoprolol), calcium channel blockers (amlodipine), angiotensin converting enzyme inhibitors (captopril) or angiotensin receptor blockers (losartan).
Non-prescription drugs don't work. Don't waste your time and money. Also, please tell him take the medications everyday for his entire life. It is very important.

not 鱼肝油, it should be fish oil. fish oil can reduce incidence of cardiovascular diseases but has no effect on hypertension.
