I personally think it works for me with the green dress + the L jacket
The only thing I am missing is a nice BIG green-ish silk scarf in the front
(I only found a small one as you can see)
But, you know, fashion is a personal thing.
It doesnt offend me if you dont like the combo.

Now I get your idea of this combo better. Yes, if with a larger green scarf in front, it will certainly balance the dullness of black and also catch the vividness of the balloon skirt.
