I have used both. The first one I use when there is no transfer fee. Discover sometimes will have that offer.  But you might not want to take the offer since when you open a credit card, your credit score is impacted. The lower in the credit score is probably not worth the few dollars you get from putting these money into a saving account. Not to mention that the saving account interest rate now is very low.
