impossible, we just withdraw 4 weeks ago in beijing without any charges. the 1% charge you talk about must be exchange rate charge. that fee always have. it is about 1% of interbank fx change. any card charge that and when you exchange from bank using cash, bank will at least charge that amount too. the construction bank's exchange rate still pretty low, one of the best.
