哪里说低于5000怎么办？还是现成的法律本来就规定了应该怎么处理非法移民，不论数量？
低于5000怎么办，不是跟你说了么逮捕，驱逐，或者是因为自首和政治避难需要记录在案。
高于5000的紧急措施包括包括 增加安保，增加拘留容量、或启用临时设施。对啊包括要维护川普的烂墙还得花纳税人的钱呢。
