"与专业对口的工作因没工作经验不敢申请" this was very wrong, by throwing away ur education, u r losing the selling point. for receptionist, companies would like to hire high school graduates.
Well, as to volunteer job, u can go to the library and tell them u don't have reference now coz u just moved, and tell them how much u really wanna help them. If they are nice people, they may let u do it.
and also mention ur IT background, typically non-profits don't have enough technical support as most volunteers have only general skills.

on the other hand, IT job market is not that bad. You may want to review what u learned in the school. what kind of programming languages u are good at? what projects u did? and then u can try to find temparory programming work to accumulate some experience. dice.com has contractor work that allos telecommuting, which is ideal for ur situation now.
keep trying and you will get something.
