Chicken pox will have blisters.... That would be down the list for your case...

Make sure you don't have bed bugs first... For eczema, try to get a humidifier and see if the rash and itchness gets better. And always moisturize your skin.

For the doctor's bill, yes you are still technically responsible for it, whether or not your doctor got the right diagnosis. But you can probably negociate a reduction in the amount that you need to pay.
