我护照签发地属于沈阳地区，F-1也是在沈阳签的，现在是H-1了，回国签证还一定要去沈阳吗？

No problem. I did it this April. I actually sent a faxed letter to US consulate at Shanghai. They replied by fax and told me it is OK. I was worried that the stuff may question me when they saw my passport but they didn't even pay attention to it at all.

No need to fax. Just buy the phone card online and call to make an appointment. The operator may ask you your passport issuing province and suggest you to get visa from different place. Ignore her concern and stick with your decision.
