Try Capital One! They offer not only security cards but also certain cards for no credit foreigners who want to build up their credit scores :D I've got mine few months ago with 2000 limit and I am very satisfied with it. For your credit scores, it said you have to wait couple months (6+) in order to have your credit scores built and available to be checked by third parties. So just be patient and get yourself a credit card first :D
