I used Citibank in both HongKong and Beijing for get cash directly from their ATM, no fee and the rate is almost same.

When will you leave? not sure you should open one account with them or not, if you dicede open one, before you travel, give them a call let them know you will use the debit card overseas, then they will un-lock your account.
