If he works for a school or educational institute, he might be eligible for so called Special Handling Green Card. That will get through labor department much faster. He can tell his employer that the status has been a big problem for his life and Green card will help to solve the problem. It might need official advertisement for this opening. Check website of those lawyers and make a free quote.
