You will need to take TOEFL if you've been here for less than 4 years by the time you start applying. SAT or ACT is not enough in that case. And for some top-tier schools, you will also need to take 3 subjects of SATII, that's what happened with me.
well um, I had to take TOEFL and SAT both when I applied for schools in 11th grade, because, as I said, I'd only been living in the states for 3 years at that time. SAT doesn't replace TOEFL if English is not your native language.
