3000 is your deductible. Preventive care does not apply to deductible, as required by ACA. But sick leave does. Since it is a high deductible plan, your husband's company probably offers HSA account to go with it, to save tax on medical expense.
BTW, 100+ dollar per month for 3000 deductible plan is very very fair price.
