You must use citibankonline.com to pay your bill. Do NOT do "先去信用卡帐户那里设置好external bank account, 等账户verify后再make payment". Click on payment and then select payee. Make sure it is electronic payment, not payment by check sent from CITI. The latter will be much more time-consuming.
