For highschool, they don't need anything. I went to highschool here. For college, SAT or ACT, but i think if you take those two, then you don't need TOFEL. My college didn't even ask for TOFEL since I have taken SAT and ACT and scored well.

I guess schools are different. I am lucky that I didn't need to take the TOEFL at all when i applied to college.
