No any official USICS notice mentions about the 20,000 cap yet. In your case (second floor), you can get notice because you applied premium process.

In your case ( third floor), I would suggest you apply as soon as possible. The cap will be consumed very quickly. In our office, we already sent more than 10 H1b cases on May 11, 2005. There are 50 states here. That means every state only can get 400 cases quota. It is really very urgent.
