If they gave you I-9, that means you must have working permit which you don't have. You cannot work right now untill you have OPT, CPT or H1. Tell them to sponsor your H1B.You can be qualified if you have a BA/BS degree in China.

Remember, you cannot work or your employer will be sanctioned. Check the I-9.
