If you read the term along with the pre-approved letter there is always somthing telling you a credit report will be asked when they received your application.

Pre-approved letters won't hurt your credit score. But your submitted application will cause a pull of your credit report and will stay on your report for two or more years (that will hurt your credit score for a short time)
