不知道BOA的，但是我以前有过一样的FEE，没有要回来。

it is our resoposibilities to check the balance and make sure there is enough money left on the accout before any payments were made.  most banks have 'overdraft protection' program though.

you may keep calling and maybe different customer rep is nice enuf to waive it.
