Can F2->F1 get Tax treaty benefit?

I'm sorry that I'm at lab and cannot type Chinese.

I called IRS and they said there are no regulations saying that tax treaty wont apply to F2-> F1. However, some schools say F2->F1 is not eligable for tax treaty benefit. May I know if anyone has this kind of experience? Is it true that F2->F1 wont get 5000$ tax exempt per year? If not, how does it work? Thanks a lot!

A post on mitbbs quoted a Tax specialist, saying that the initial purpose of the F2 has changed if s/he applies for change of status. And even if s/he goes back to her/his home country, unless s/he stays there for 365 days before re-entering US, the treaty won't apply to her/him.

Do not know where the tax specialist got the information from.

Also, there is no limitation of 5 years for Chinese. My understanding is as long as one is student, the treaty will apply.
