There are daily and monthly limits to the transactions, depending on the delivery type you choose. Additionally, you will be charged a fee for outbound transfers - $3.00 for three-business-day processing, $10.00 for next-day processing.

So I think what JMs said is right. I'm just not sure that if I do transfer from BOA to citi on citi website, will I still be charged by boa?

It looks that if I transfer money from citi to BOA, I'll be charged no matter what I do.

在citi里设置external transfer，要转的时候用citi的online banking从BOA转，只要是给citi的账户里加钱的，citi都不收手续费，这样转不牵扯到BOA（其实这个就和你在网上付信用卡的原理是一样的！），所以BOA也不会收钱
