i called once to increase cl about 1 yr ago. and the girl asked how much i wanted. then she gave me the raise on the phone.

i think it has something to do with how much higher you want your cl to increase. if it's within a certain amount (this should be determined by your payment history with this card.), they can do it without hard inquiry.
