Before I answer your question, please confirm with BOA that if you use the enclosed check and deposit $4,500 into your check account, the promotion rate will apply, not the cash advance rate.
Assuming the 0% applies and you only use one check to deposit the $4,500, the actual cost of this promotion is approximately $108 - the transaction fee of $90, compounded one year at an estimated normal APR rate of 20%. Unfortunately, your monthly payment will go towards paying off your 0% balance first, not the normal APR transaction fee.
Also, you will still need to make monthly minimum payments (anywhere from $60 - $200) to keep the good standing of the offer. Should you default on the loan, the promotional rate may be revoked by the credit card company.
If there is one transaction That is why the offer says “The Cash Advance Fee for this balance transfer offer is 4% with a $10 minimum and a $90 maximum per transfer or check used.” No need to read too much into the word “with”, it simply explains the cash advance fee. The cash advance fee is the same as the transaction fee as I referred above. These two words can be used interchangeable in these type of offers,
$108是假设 cash advance fee 封顶 $90, 加上一年中$90的利息 (大概在$18,assuming the normal cash advance APR of 20%).
Does the above explanation make sense?

As for payment allocation, you have no choice regarding what portion of the payment should be applied to what portion of balance. Watch this --- The payment is applied toward low interest balance first, and then high interest balance. As long as your 0% $4,500 is not paid in full, your $90 cash advance fee will still be subjecting to the high cash advance rate.
After all, your effective interest on the $4500 loan for a year only approximates 2.4%. Not a bad deal at all.
