There is one word for your strategy: "leverage".
I don't like take the risk, just want to know how to obtain life-time 1.99 APR for 25k. Too good to be true. If I have such a card, I can earn risk-free money by buying I-bond.

I never heard of it and really doubt it: it is easy to get a 0% APR for a period time as "teaser", but definitely not LIFETIME. Otherwise, the bank is sure to lose money, without any chance to profit. (the bank gives you a teaser rate, only to hope you will carry a balance beyond the teaser period -- that is when the bank profits)
Or, the LIFETIME has some special meaning, read the fine prints.
The more info you
provide, it is more likely what you called "0% APR for life" is what I
(and some other mm) think: "0% APR teaser only". So it is not
exactly sth. new, but only sth. half exposed and half sealed.
We congratulate on your luck to get a good credit card deal. But it
won't help the readers on this board when only the positive part of the
offer is revealed.

APR is a teaser, but credit company do offer life time low interest
balance transfer rate between 1.99% to 5.00% to card users with very good credits (760+) and very active credit history (people who use their cards for over $50000 to $100000 purchases a year).

banks do make money in this way, because they get your balance
transfered and you owe them money with an interest rate. As you can
see, banks earn the inerest from you right? There's also something i
should mention, if you exceed your credit limit or are late with a
payment, you are gonna lose this promotional rate.
