我个人比较看好, 原因是:

抛开其他的不算, 拉美的非法移民很容易过来, 现在美国又准备合法化他们. 那他们做生意, 或往家里几钱, 样样都回刺激拉美的经济(当然和美国的经济也有挂钩). If they want products, they will get the products from their own country, right? 而且也比较的近, 交通方便.

印度也有类似的, 但是影响中印度人比较喜欢欺下蛮上, 做生意泡沫的成分太大.

中国相比来说, 开放和方便程度还没那么大, 所以可以要慢些.

Are u sure about it?

My understanding is: take close look of "Canada", "China Region", "Japan Smaller Companies", "Latin America", so it does NOT mean country by country, since "japan smaller compaines" is a category, not a place name. So my understanding is: as long as the stocks behind the fund are about these regions and categories, it will have 3% load. Since FLAX will have a lot of latin stocks, I am guessing it will have the 3% load.
