Is this OLD news?
Last time when I went back, at year 2004, I went to Bank of China and they told me that: as long as I can show a proof that I need US$, they can exchange it for me. The limit is 20K$ EACH TIME (they say I can do it many times). The proof includes tuition paper, receipts, etc.
But I don't have that much of money though.

But they clearly told me that: I only need the passport with US valid visa, and the tuition paper, etc., and they can exchange US$ for me. I asked if I am busy not around, can I do that. They told me my family can do it for me as long as they have photocopy of my passport.
Anyway, it should get better more easy to get US$ in China these days. I see the news that China's US$ reserve is growing very fast, and since US$ value is dropping, it is less likely and less wise for the goverment to control it.
