"限制外国人买房的政策" is for 外国人, not those resident out sea. If you still have Chinese passport, I think you are not 外国人.

Do you still have "shen fen zheng"? If you have, just use it, never mention you now live outside China (just as if you only take part time job all the years in China, so no records). I belive the "shen fen zheng" and passport are two systems, not linked together. Of course, get a loan in China may be a issue though.
