I think VIX goes higher means more risk, goes lower means less risk. It may not have too much to do with stock price? (normally, price goes up too quick means more risk though).

Also, this article is mostly TA based. Guys on Wallstrees invented TA, so I do not think we can use only TA to against them in a reliable way. hehe. :-)
