I think you need to file form W-8BEN to inform your bank that you don't need to pay tax on your interest income. Otherwise, they will withhold 30% of your interest income if they know you are a foreign person.

Of course, if they don't know you are foreign, most likely they won't withhold anything, which then saves your trouble filing the form W-8BEN.
