This might be a stupic question, but please tell me if I'm wrong.

in 1040NREZ, line 3, 'wages, salaries, tips, etc." I know it should be the number (XX) from W2. But in the instruction, it is said "Do NOT include on line 3 amounts exempted under a tax treaty." So, it should be (XX-5000) in line 3. When XX is less than 5000, line 3 should be 0.

am i right? thanks.
