At least the nigotiation part is ture. I even got a 15% discount for my copay. The only thing I did is to call the number on the bill and ask for a discount or payment plan.

I once went to ER for a bad fever on weekend, sat there for 3 hours, they did nothing and cost 800$. Luckly my insurance cover it all.
