This is my citi credit card statement. My questions is what is rate summary? why the figure in rate summary (offer 4) is different from either the new balance or the prior balance? (I highlited them) I checked all prior statements and found the figure in rate summary is always a little bit higher than the new balance. why?

I did a balance transfer in January, 2006 with o% APR and no transfer fee. I paid the minimun money each month.
