Just called! 
My situation is I was in F1 from 2004 to 2006. And I changed to H1b late 
October 2006. I was going to make the first year choice and file jointly 
with my LD and I called and the representative said "NO" ! He pointed me to 
Pub 519, page 6."Exempt individual" and said I didn't pass the substantial 
presence test for 2005 and ...He speaks too fast and insist I couldn't be 
treated as resident alien.
I don't know. Actually I am still confused. Hope other people with similar 
situation can call them and verify!
